It is based on new evidence that shows that countries with policies and institutions that promote job quality, job quantity and greater inclusiveness perform better than countries where the focus of policy is predominantly on enhancing (or preserving) market flexibility. The 1994 OECD Jobs Strategy stressed the need for fundamental labour market reforms to deal with high and persistent unemployment that affected many member countries (OECD, 1994a, 1997).
